  103.138.   Plan not responsible for liabilities prior to effective date — for participating agencies and political subdivisions. — The plan shall not assume responsibility for any liabilities incurred by the participating member agency or its eligible employees, retirees, or dependents prior to its effective date. ­­-------- (L. 1992 H.B. 1574 § 4 subsec. 4)
