âÂ 103.012. Â Â Board chairman and vice chairman elected annually by secret ballot â powers and duties. â The board shall elect by secret ballot one member as chairman and one member as vice chairman in January of each year.Â Â The chairman shall preside over the meetings of the board and perform such other duties as may be required by action of the board.Â Â The vice chairman shall perform the duties of the chairman in the absence of the latter or upon the chairman's inability or refusal to act.
