âÂ 483.086. Â Â Clerk to serve as secretary to court en banc (St. Louis City). â In any city not within a county the circuit clerk shall serve as secretary to the court en banc.Â Â The circuit clerk shall attend all sittings of the court en banc at which the presiding judge presides, and keep the minutes of such proceedings.Â Â At the circuit clerk's direction, a deputy circuit clerk may perform the duties of the secretary of the court en banc.
