477.700 shall administer and disburse moneys in the child and family representation fund to judicial circuits for the purpose of improving or providing uniform, high-quality legal representation for children or families involved in legal proceedings in this state, including the payment of reasonable fees approved by a court for the appointment of a guardian ad litem, children's counsel, or parent's counsel. â 4.  Notwithstanding the provisions of section
