âÂ 161.910. Â Â Bylaws to be adopted by council, no compensation but to be paid expenses. â 1.Â Â The council shall adopt written bylaws to govern its activities. âÂ 2.Â Â Members shall receive no additional compensation for their service to the council, but shall be reimbursed for reasonable and necessary expenses actually incurred in the performance of official duties.
