âÂ 161.162. Â Â Section of special education created â special education defined â director, appointment, compensation. â 1.Â Â The state board of education shall establish a section of special education within the department of elementary and secondary education.Â Â "Special education" includes all schools and classes pertaining to the exceptional child. âÂ 2.Â Â The board shall appoint, upon the recommendation of the state commissioner, a director to head the section of special education.Â Â The board shall define his duties and fix his compensation.
