  161.132.   Department includes what — employees, appointment and compensation. — 1.  The department of elementary and secondary education includes the commissioner of education, the members of the professional staff, and the other employees essential to the efficient operation of the department.   2.  Upon the recommendation of the commissioner the board shall appoint the members of the professional staff and the other employees and fix their compensation. ­­-------- (L. 1963 p. 200 § 2-13) (Source: RSMo 1959 §§ 160.090, 160.110, 160.120)
